Federal Employers Liability Act For Railroad Workers Rail workers are in a hazardous job, and therefore require protection. Congress passed the Federal Employers Liability Act, or FELA, in 1908. The law allows railroad workers injured by injuries to sue their employers. It also establishes standardized liability requirements for the industry.
